General Summary

The CBAM supplier questionnaire is a letter generator that produces a ready-to-send emissions data request, as text you can copy, download as a TXT file or open in your email program. EU importers send it to the non-EU installation that made their goods. The generator selects the data points for the production route, covers ten routes across the six CBAM sectors, and writes the letter in English, Chinese, Turkish, Russian, Spanish or Portuguese.

What This Questionnaire Covers

The questionnaire covers 15 data points, and the generator includes only those that fit the production route.

Data point requestedIncluded for
Installation name, full address and countryAll routes
Operator legal name and emissions contactAll routes
Production route and main processesAll routes
Direct specific embedded emissions (tCO2e per tonne)All goods except electricity
Direct emissions of electricity supplied (tCO2e per MWh)Electricity
Indirect emissions from electricity consumedCement, ammonia, urea
Precursors and their embedded emissionsSteel (BF-BOF, DRI-EAF), urea

The letter also states the product, CN code, production route and country of production, a response deadline and your signature block. The 15 points are the generator's own request list. The items an operator's summary emissions report must contain under Annex IV of Implementing Regulation (EU) 2025/2547 are set out in the CBAM data requirements guide linked below.

How to Use It

  1. Open the generator. Open the supplier data request generator and choose the sector and production route.
  2. Describe the goods. Add the product description, the CN code and the country of production.
  3. Add both parties. Enter the supplier, your company and a contact on each side.
  4. Set period and deadline. State the reporting period and the date you need the reply by.
  5. Choose the language. Keep the language suggested from the country of production or pick another.
  6. Send it. Copy the letter, download it as a TXT file or open it in your email program.

What the Regulation Requires Here

Article 7(2) of Regulation (EU) 2023/956 gives two ways to determine embedded emissions: actual emissions or default values.

Default values carry a mark-up of 10% in 2026, 20% in 2027 and 30% from 2028 (1% for fertilisers) under Implementing Regulation (EU) 2025/2621, which is why importers ask suppliers for actual data. Where actual emissions are used, Article 8 requires verification by an accredited verifier.

Annex V obliges the declarant to keep the identification of the installation, the contact information of its operator, the verification reports, the specific embedded emissions and the calculation method. The letter asks the supplier for the data behind those records. On the supplier side, Article 10 of Implementing Regulation (EU) 2025/2547 requires an operator reporting actual emissions to prepare an operator's emissions report in English. A registered operator may disclose its verified data to the declarant under Article 10(7) of the basic regulation.

Frequently Asked Questions

In which languages can the questionnaire be generated?

English, Chinese, Turkish, Russian, Spanish and Portuguese. The generator suggests a language from the country of production, and you can change it.

What happens if the supplier does not answer?

The importer declares default values, which carry the mark-up: 10% in 2026, 20% in 2027 and 30% from 2028, with 1% for fertilisers.

Is the questionnaire the same as the operator's emissions report?

No. The questionnaire is a request from the importer. The operator's emissions report is the document an operator prepares under Article 10 of Implementing Regulation (EU) 2025/2547 when actual emissions are reported.

Is my data sent to cbamguide.com?

No. The letter is assembled in your browser and nothing you type is transmitted.

CBAM Brief (EUR 199 a month) emails you when a certificate price, default value, CN code or deadline changes.
