General Summary
CBAM consultants in South Korea number 9 named providers, each stating a CBAM offering on its own website as read on October 12, 2026, and their work centres on iron and steel and aluminium.
Korean exports of CBAM-covered goods came to EUR 5.41 billion in 2022, about 88.9% of it iron and steel, on Korea International Trade Association statistics compiled by Deloitte Korea. Our profile of CBAM in South Korea covers the wider exposure. The first CBAM declaration, covering 2026 imports, is due on September 30, 2027. The legal obligation under Regulation (EU) 2023/956 sits on the EU importer, while the installation-level data sits with the Korean producer.
Why South Korea Exporters Need CBAM Support
A Korean producer that cannot hand over verified installation-level data pushes its EU customer onto default values, and the mark-up on those values raises the landed cost of Korean goods against rival suppliers.
Default values carry a mark-up of 10% in 2026, 20% in 2027 and 30% from 2028 under Implementing Regulation (EU) 2025/2621, with fertilisers at 1% throughout, as set out in our guide to CBAM default values. The table below shows Korea's CBAM-covered exports by sector in 2022.
| Sector | Exported to EU (2022) | Default value applies | Verified data advantage |
|---|---|---|---|
| Iron and steel | EUR 4.82 billion, about 88.9% of the CBAM-covered total | Yes, where the importer holds no verified data, plus the mark-up | Largest. Actual values replace the marked-up default |
| Aluminium | EUR 590 million, about 10.9% | Yes, same mark-up schedule | Material. Direct emissions, including PFCs, are reported per installation |
| Fertilisers | EUR 7.2 million, about 0.13% | Yes, with a 1% mark-up | Small, because the mark-up is narrow |
| Cement, hydrogen, electricity | About EUR 3,000 for cement and hydrogen combined, none for electricity | Not material at these volumes | Not material |
The figures are Korea International Trade Association (K-stat) statistics for 2022, recompiled by Deloitte Korea in a paper dated March 2024 whose table covers Korean companies' exports of CBAM-covered items in euros. The shares are Deloitte's.
Korea prices carbon through the K-ETS, launched in 2015 and in Phase 4 (2026 to 2030) under the Ministry of Climate, Energy and Environment. It is the most established scheme among the major CBAM exporters, yet it is not formally recognised under Article 9 as of October 12, 2026.
Public support is free or subsidised and is listed separately because these bodies are not consultants. The first three items come from the government release of September 2, 2026, published by the Ministry of Trade, Industry and Resources.
- EU CBAM help desk: a company consultation line on 1551-3213.
- Joint government briefings: the 13th session ran on September 2, 2026 in Gyeongsan.
- SME CBAM Response Infrastructure project: funding for emissions-measurement equipment and verification costs, with applications taken until September 15, 2026 and the notice posted on the ESG platform of the Korea SMEs and Startups Agency (KOSME).
- CBAM-PASS: the Korea Customs Service's emissions-calculation program for SMEs, covered in our report on the briefing.

CBAM Consultants Serving South Korea
Nine providers state a CBAM offering for Korean exporters on their own websites: 2 Korean certification bodies, 3 international firms with a Korean presence and 4 verification bodies.
Selection criteria: each provider states a CBAM offering on its own website, the offering serves South Korea exporters, and the source was fetched and read for this directory. Inclusion is editorial and unpaid. cbamguide.com takes no payment, commission or sponsorship from any provider, a listing is not an endorsement, and the order is not a ranking.
Last checked: October 12, 2026. Changes between checks are reported in CBAM Brief, EUR 199 a month by email.

Four sources are records, not standing service pages, and the table labels them: each shows what the organisation said at that time, not a current scope. Seven of the nine sources are in Korean, while SGS Korea and Normec Verifavia publish in English.
Locally Established Consultancies
Both Korean-founded providers are certification bodies, and no Korean-founded advisory boutique met the sourcing test. KFQ says it was selected as an emissions verification body for KOSME's 2024 SME CBAM project. KSA reports more than 60 transitional-period CBAM verifications over two years under the same programme.
International Firms With a South Korea Presence
Deloitte Korea's entry rests on a paper dated March 2024, in which the firm says it launched a dedicated CBAM advisory team the previous December, with 30 specialists in Korea and about 20 in Deloitte's European CBAM team. That is its statement of that date, not a current headcount. SGS Korea offers independent CBAM pre-verification, and TÜV Rheinland Korea's flyer lists technical support, tailored training and a pre-verification readiness check.
Verification Bodies Operating in South Korea
No verification body established in South Korea is confirmed as holding EU CBAM accreditation as of October 12, 2026. Two groups with Korean entities have announced accreditation at group level: Bureau Veritas on September 29, 2026, and SGS on October 6, 2026, the latter naming Accredia, the Italian national accreditation body. Neither announcement names a Korean entity as the accredited one, and the Commission's list was still unpublished on October 12, 2026. Our tracker of accredited CBAM verifiers records each announcement.
Accreditation is granted by national accreditation bodies under Delegated Regulation (EU) 2025/2551, so the route for a Korean body runs through Europe. KSA states on its own page that it is pursuing accreditation procedures with accreditation bodies in Germany, Italy and Sweden, among others. KFQ's page cites its Korean approval under ISO 14065, which is not EU CBAM accreditation.
Bureau Veritas Korea's news item relays the group announcement and names no accrediting body or legal entity. Normec Verifavia signed its agreement with KTR on March 10, 2025 and states that it provides no consulting.

What a CBAM Consultant Does for a South Korea Exporter
A CBAM consultant turns a Korean plant's production records into the installation-level emissions figures an EU importer can declare, and prepares the evidence for any later carbon price deduction.
Installation-Level Emissions Data
CBAM data requirements start at the installation, not the company. EU importers request 16 data points for each installation, the numbered items of the operator's summary emissions report, listed in our guide to CBAM data requirements. Evidence of a carbon price paid is a separate file.
A consultant builds the monitoring methodology, allocates plant emissions to each product and prepares the file for verification. Verification is a separate engagement, and a physical site visit is required in the first year an installation is verified, under Implementing Regulation (EU) 2025/2546, Articles 2 to 4.
Carbon Price Deduction Under Article 9
No Korean carbon price is deductible yet. As of October 12, 2026, no country's scheme, the K-ETS included, is formally recognised under Article 9 of Regulation (EU) 2023/956, and the implementing regulation the Commission published as a draft on May 13, 2026 has not been announced as adopted.
Under the draft rules, the deduction would rest on a carbon price report prepared by the Korean operator and certified by an accredited independent person, a role distinct from the CBAM verifier. Our guide to the carbon price deduction tracks the evidence standard.
Article 9(1) limits any deduction to the carbon price effectively paid, after rebates and other compensation. The ICAP factsheet on the K-ETS reports a 2025 average secondary-market price of KRW 9,393 (USD 6.60) and, in Phase 4, 100% free allocation for sectors at risk of carbon leakage, steel among them. A trade-exposed producer can therefore have far less to deduct than the market price suggests.
How to Choose a CBAM Consultant in South Korea
Choose on evidence of installation-level CBAM work in your production route, and on a clean split between the firm that prepares your data and the body that verifies it.
None of the 9 sources publishes a CBAM fee. Cost drivers are the number of installations, production routes and precursors, the state of records, and site-visit travel. Verification vendors quote EUR 5,000 to 50,000 per installation, a market estimate and not a Commission figure. EU-based firms are in our wider directory of CBAM consultants. The five steps below run in order.
- Map every CN code you ship to the EU to the installation that makes it.
- Ask each EU customer for its data format and internal deadline ahead of September 30, 2027.
- Check the SME CBAM Response Infrastructure project and the 1551-3213 help desk before paying for subsidised work.
- Shortlist providers with documented work in your production route.
- Fix scope, site-visit logistics and deliverable language in writing.
A consultant serves one of five strategies open to an exporter, supplying actual emissions data in place of default values. Our guide to exporter CBAM strategy compares the other four.
Questions to Ask Before Engaging
Ask each shortlisted provider the five questions below.
- Which Korean installations in my sector have you taken through a CBAM emissions calculation?
- Have you applied for EU CBAM accreditation, with which national accreditation body, and for which legal entity?
- Will the same firm both prepare and verify my data?
- Who performs the physical site visit, and in which language is the report issued?
- How do you document K-ETS costs net of free allocation for a future Article 9 claim?
What a Consultant Cannot Do for Your EU Customer
EUR 100 per tonne of CO2e is the penalty for each CBAM certificate an authorised declarant fails to surrender, and it lands on the EU importer, not on the Korean mill or its adviser. The importer remains the authorised CBAM declarant under the EU CBAM rules: it submits the declaration, buys and surrenders the certificates and answers to its national competent authority. A consultancy contract signed in Seoul or Pohang moves none of that liability. What a Korean consultant controls is the quality of the plant data.
Frequently Asked Questions About CBAM Consultants in South Korea
Four questions cover what Korean exporters ask before hiring CBAM help: the K-ETS deduction, verification, who files the declaration and customer data requests.
Does South Korea Have a Domestic Carbon Price That Reduces CBAM Cost?
South Korea has a domestic carbon price, the K-ETS, but it reduces no CBAM cost as of October 12, 2026, because no country's scheme has been formally recognised under Article 9. A recognised deduction would be partial: our South Korea profile puts the K-ETS price at about 8% of a EUR 75 reference price, and the official quarterly CBAM certificate price for Q3 2026, published October 5, 2026, is higher at EUR 82.32 per tonne of CO2e.
Do South Korea Steel and Aluminium Producers Have to Verify CBAM Emissions?
Korean steel and aluminium producers carry no legal duty to verify, but verification is required whenever their EU importer declares actual emissions instead of default values. The verifier must hold EU CBAM accreditation. Route-level emission factors for blast furnace and electric arc furnace production are in our CBAM steel guide.
Can a South Korea Consultant File the CBAM Declaration?
No Korean consultant files the CBAM declaration in its own right. The authorised CBAM declarant files it, and that is the EU-established importer or its indirect customs representative. Article 5(7a) of Regulation (EU) 2023/956, inserted by Regulation (EU) 2025/2083, lets the declarant delegate submission to a person acting on its behalf and in its name, while the declarant remains responsible. Recital 14 of the amending regulation expects that person to hold an EORI number and be established in a Member State.
What Do EU Customers Ask South Korea Suppliers For?
EU customers ask Korean suppliers for the 16 installation-level data points, which cover the installation and its operator, production routes, direct and indirect emissions, and precursors. A customer planning an Article 9 claim also asks for evidence of the carbon price paid under the K-ETS. The answer is the operator's emissions report and its summary, and Article 10(4) of Implementing Regulation (EU) 2025/2547 requires the emissions report to be submitted in English.
