General Summary
Six named providers publicly state CBAM work for Egyptian exporters as of October 12, 2026: four Egyptian consultancies and two international verification groups with Egyptian offices.
Exposure sits in iron and steel, cement, aluminium and fertilisers. The EU took 79% of Egypt's aluminium exports, 36.7% of its iron and steel exports, 30.6% of its fertiliser exports and 4.1% of its cement exports in 2022, according to World Bank data reported by EnterpriseAM on February 6, 2024.
The first annual CBAM declaration, covering 2026 imports, is due September 30, 2027. The legal obligation sits on the EU importer, while the installation data sits with the Egyptian producer, as this site's guide to CBAM in Egypt explains.
Why Egypt Exporters Need CBAM Support
Egyptian producers that cannot hand over installation-level emissions data leave their EU customers on default values, and the mark-up on those defaults lands in the price of Egyptian goods.
The mark-up is 10% in 2026, 20% in 2027 and 30% from 2028 for iron and steel, cement and aluminium, and 1% for fertilisers. Certificates are priced at the official quarterly price, EUR 82.32 per tonne of CO2e for Q3 2026, published October 5, 2026. The EU CBAM guide explains the mechanism.
| Sector | Exported to EU | Default value applies | Verified data advantage |
|---|---|---|---|
| Iron and steel | 36.7% of sector exports (2022) | Yes, on direct emissions, with a mark-up of 10% in 2026, 20% in 2027 and 30% from 2028 | Large. A senior government source put Egypt's possible loss at USD 317 million a year if exporters fail to comply, about USD 236 million of it in iron and steel (EnterpriseAM, October 28, 2025) |
| Cement | 4.1% of sector exports (2022) | Yes, on direct and indirect emissions, with the same mark-up schedule | Meaningful per tonne, small as a share of sector exports |
| Aluminium | 79% of sector exports (2022) | Yes, on direct emissions, with the same mark-up schedule | Large, because most of the sector's exports go to the EU. The same source put the aluminium loss at about USD 43 million a year |
| Fertilisers | 30.6% of sector exports (2022); about USD 987.4 million to the EU in 2023 | Yes, on direct and indirect emissions, with a 1% mark-up | Set by the gap between a plant's actual emissions and the default, not by the mark-up |
The fertiliser value is ITC Trade Map data for product code 31, which is not identical to CBAM's fertiliser scope, published by the Egyptian Center for Strategic Studies on May 11, 2025. Egypt's default values sit in Annex I of Implementing Regulation (EU) 2025/2621, as corrected by Implementing Regulation (EU) 2026/1740, and the CBAM default values page explains how to read them.
No Egyptian carbon tax or emissions trading system is in force in any source this page checked on October 12, 2026. EnterpriseAM reported on October 28, 2025 that the government was considering a domestic carbon tax. Egypt Today reported on August 1, 2026 that a draft carbon governance law, which would create a carbon pricing mechanism, had been signed by more than one-tenth of the House of Representatives. Both are proposals.
EnterpriseAM also reported on January 13, 2026 that two Egyptian officials expected an EU exemption from CBAM until the end of 2027. This site found no EU legal act granting one as of October 12, 2026.
Exporters deal with three domestic bodies: the General Organization for Export and Import Control (GOEIC), which sits under the Ministry of Investment and Foreign Trade, the Egyptian Environmental Affairs Agency (EEAA) and a ministerial CBAM committee formed by prime ministerial decree. The five public, association and donor sources of support below are not consultants.
- GOEIC gave practical sessions on preparing CBAM reports at a conference hosted by the investment authority GAFI on September 8, 2025, per the GAFI conference report.
- Ministry of Planning and Economic Development presented the Green Sustainable Industries Program there, with a budget of EUR 271 million for the most affected companies.
- European Bank for Reconstruction and Development (EBRD) had two CBAM workshops delivered on its behalf in Cairo on December 6 and 7, 2023, for cement and nitrogen fertilisers (source: Environics project record, listed below).
- Chemical and Fertilizers Export Council ran workshops and trained its staff to calculate product carbon footprints, its chairman told Egypt Today on August 1, 2026.
- AHK Egypt co-hosted a CBAM awareness workshop with GOEIC on June 2, 2025 (source: aegypten.ahk.de).

CBAM Consultants Serving Egypt
Six providers meet the listing criteria: four locally established consultancies and two verification groups with Egyptian offices.
A provider is listed only where its own website states CBAM work addressed to or delivered for Egyptian exporters, on a page this site retrieved on October 12, 2026. Inclusion is editorial and unpaid: cbamguide.com takes no payment, commission or sponsorship from any provider named, and a listing is neither an endorsement nor a quality rating. Source addresses appear as plain text.
Locally Established Consultancies
Two of the four Egyptian firms publish a standing CBAM service page. The other two are listed on dated project records with named clients, not on a standing CBAM service offer.

International Firms With an Egypt Presence
No international advisory firm cleared the criteria: this site's search on October 12, 2026 found no CBAM service page addressed to Egyptian exporters from PwC, KPMG or EY.
Verification Bodies Operating in Egypt
This site found no verification body established in Egypt that had announced an EU CBAM accreditation as of October 12, 2026. SGS, which has a Cairo office, has announced one, and the Commission's official list of accredited CBAM verifiers is still unpublished.

An item dated October 6, 2026 on SGS's Egyptian site says Accredia, the Italian national accreditation body, accredited SGS as a CBAM verifier. It names no legal entity and no sector scope. A May 21, 2026 item on the same site says pre-verification "is not mandatory, has no legal standing and does not replace third-party accredited verification".
TÜV Rheinland's Egyptian page states no accreditation. Bureau Veritas announced a CBAM accreditation on September 29, 2026, naming no accrediting body or legal entity, and is not listed because this site found no Bureau Veritas CBAM page addressed to Egyptian exporters.
An accreditation from EGAC, Egypt's national accreditation body, is not a CBAM accreditation. EGAC's validation and verification page ties its scheme to the voluntary carbon market, and the Commission's CBAM verification page states that only national accreditation bodies in the EU or EEA can grant CBAM accreditation.
The Commission's state-of-play table dated October 7, 2026 shows seven of them accepting third-country applications: COFRAC (France), ESYD (Greece), Accredia (Italy), RvA (Netherlands), PCA (Poland), SNAS (Slovakia) and Swedac (Sweden).

What a CBAM Consultant Does for an Egypt Exporter
A CBAM consultant turns an Egyptian plant's fuel, power and production records into installation-level emissions figures an EU importer can declare.
Installation-Level Emissions Data
An EU importer requests the operator's summary emissions report: 16 numbered data points per installation in five families (installation identification, production and activity, direct emissions, indirect emissions and precursors), listed on the CBAM data requirements page. Evidence of a carbon price paid is a separate file.
For Egyptian plants the weight falls on precursor data (steel and aluminium processors that buy in metal), electricity consumption (cement and fertilisers, where indirect emissions are priced) and natural gas use per tonne of ammonia.
Carbon Price Deduction Under Article 9
No carbon price paid in Egypt is deductible today, because none is in force. As of October 12, 2026 the implementing regulation for Article 9 of Regulation (EU) 2023/956 is still a draft (published May 13, 2026, consultation closed June 10, 2026), and no third country's carbon price has been formally recognised.
Under the draft rules, a carbon price deduction would reflect only a carbon price effectively paid, evidenced by a carbon price report certified by an accredited independent person, a role distinct from the CBAM verifier. An Egyptian carbon tax or carbon law would count only once adopted, in force and actually paid by the installation.
How to Choose a CBAM Consultant in Egypt
Choose on documented installation-level CBAM work in your sector, and settle who verifies before you settle who advises.
The six steps below apply to any provider on this page or on the wider list of CBAM consultants.
- List every CN code and installation that ships to the EU, and ask whether each EU customer exceeds the 50-tonne de minimis threshold of Article 2a.
- Decide between default and actual values product by product.
- Ask for a worked installation-level calculation in your production route, such as the ammonia and urea routes on the CBAM fertilizers page.
- Request evidence of completed CBAM work: a dated project with a named client, not a service heading.
- Separate advice from verification: pre-verification is a readiness check and does not replace accredited verification.
- Confirm any accreditation claim (which accreditation body, which legal entity, which sectors) against this site's tracker of accredited CBAM verifiers.
No provider on this page publishes a fee for CBAM work. Cost depends on the number of installations and production routes, purchased precursors and the state of records, plus travel for the physical site visit that Implementing Regulation (EU) 2025/2546, Articles 2 to 4, requires in the first verification year. Vendors put verification at EUR 5,000 to 50,000 per installation, a market estimate and not a Commission figure.
Questions to Ask Before Engaging
The three questions below test a provider's CBAM depth in one call.
- Which CN codes and production routes has your team calculated under the definitive-period methodology?
- Do you prepare the operator's emissions report for each installation, in English?
- What will you keep on file in case Egypt adopts a carbon price?
What a Consultant Cannot Do for Your EU Customer
EUR 100 per tonne of CO2e is what an authorised CBAM declarant pays for every certificate it fails to surrender, under Article 26 of Regulation (EU) 2023/956, and that bill goes to a company in the EU, never to a plant in Egypt. The importer, or its indirect customs representative, holds the authorisation, submits the declaration and buys the certificates. No advisory contract moves the penalty onto the exporter. A supply contract can move price, which is why emissions data belongs in an exporter CBAM strategy.
Frequently Asked Questions About CBAM Consultants in Egypt
The four answers below cover carbon pricing, verification, filing and customer requests for Egyptian exporters.
Does Egypt Have a Domestic Carbon Price That Reduces CBAM Cost?
No. Egypt has no carbon tax or emissions trading system in force as of October 12, 2026, and the EU has formally recognised no third country's carbon price.
Do Egyptian Producers Have to Verify Emissions?
Only where actual values are declared. Default values need no verification. Actual emissions must be verified by an accredited CBAM verifier, with a physical site visit in the first year.
Can an Egyptian Consultant File the CBAM Declaration?
No. Only the authorised CBAM declarant files, meaning the EU importer or its indirect customs representative. A consultant in Egypt prepares the installation data the declarant relies on.
What Do EU Customers Ask Egyptian Suppliers For?
EU customers ask for the operator's summary emissions report for each installation: installation identity, production data, direct and indirect emissions and precursor emissions, plus evidence of any carbon price paid. This site's supplier data request tool shows the fields such a request contains.
Provider status, default values and certificate prices change during the year, and CBAM Brief sends those changes by email for EUR 199 a month.
