CBAM Consultants in Indonesia: 8 Named Providers for Exporters

8 named CBAM consultants and service providers serving Indonesia exporters, what each covers, and what Indonesian producers must supply to EU importers.

Last checked: October 12, 2026.

General Summary

Eight named providers publicly state a CBAM service usable by Indonesian exporters as of October 12, 2026: one Jakarta consultancy, two international advisory firms with Jakarta offices and five verification groups.

Iron and steel and aluminium carry the exposure. The International Institute for Sustainable Development (IISD), in a June 2026 exporter guide produced with the support of Indonesia's Ministry of Trade, calculates that 0.4% of Indonesia's exports fall under the EU CBAM and that about 5% of Indonesian steel exports go to the EU (2022 to 2024 average, CEPII trade data).

The first annual CBAM declaration, covering 2026 imports, is due September 30, 2027. The legal obligation sits on the EU importer while the installation data sits with the Indonesian producer, as this site's guide to CBAM in Indonesia sets out.

Why Indonesia Exporters Need CBAM Support

Indonesian producers that cannot supply installation-level emissions data push their EU customers onto default values, which raises the landed cost of Indonesian goods against suppliers with verified data.

The gap is widest for steel. For coated flat-rolled products (CN 7210) the Indonesia-specific default is 8.25 tCO2e per tonne before mark-up, the highest of the origins IISD compares (India 4.28, China 3.205, Turkey 2.51). This site confirmed the 8.25 on October 12, 2026 in Annex I to Implementing Regulation (EU) 2025/2621 as replaced by Implementing Regulation (EU) 2026/1740, which left it unchanged.

The cost figures are IISD's calculation, not the Commission's. It takes the 2026 default with its 10% mark-up (9.075 tCO2e per tonne), subtracts the free allocation adjustment, assumes no carbon price paid in Indonesia and applies the Q2 2026 certificate price of EUR 75.28. The result is about EUR 574 per tonne, against about EUR 36 for a scrap-based electric arc furnace (EAF) mill whose own data and crude steel precursor are verified. IISD puts direct CN 7210 exports to the EU at only about 184 tonnes in 2024, so the example is illustrative.

The mark-up rises to 20% in 2027 and 30% from 2028, and the official quarterly certificate price reached EUR 82.32 per tonne of CO2e for Q3 2026, published October 5, 2026. The CBAM default values page covers the corrected annex and the EU CBAM guide the mechanism.

The table below sets each Indonesian CBAM sector against its default value.

Sector Exported to EU Default value applies Verified data advantage
Iron and steel About 5% of Indonesia's steel exports (2022 to 2024 average, IISD from CEPII data) Indonesia-specific. CN 7210: 8.25 tCO2e/t before mark-up (corrected Annex I). With the mark-up: 9.075 in 2026, 9.9 in 2027, 10.725 from 2028 Largest. IISD's calculation at the Q2 2026 price: about EUR 574 per tonne on the default, about EUR 36 per tonne with verified scrap-based EAF data
Aluminium Named with steel as Indonesia's main exposure on this site's country page. No EU export figure in the sources checked Indonesia-specific. Unwrought aluminium (CN 7601): 1.70 tCO2e/t before mark-up (corrected Annex I), same mark-up schedule Removes the mark-up. Only direct emissions are priced for aluminium
Cement, fertilisers Not material, per this site's country page Yes. Fertilisers carry a 1% mark-up Not assessed for this page
Hydrogen, electricity Not material, per this site's country page Not assessed for this page Not assessed for this page

On the default path, IISD notes, Indonesian non-alloy steel is assigned the blast furnace route whatever route the mill runs. Verified data therefore pays most for CBAM steel and still removes the mark-up for CBAM aluminium.

Domestic carbon pricing offsets none of this today. The International Carbon Action Partnership (ICAP) describes Indonesia's Nilai Ekonomi Karbon scheme as a mandatory, intensity-based emissions trading system for the power sector, launched in 2023, with free allocation. Its 2025 to 2027 phase adds captive coal plants above 25 MW, Presidential Regulation 110/2025 sets the national framework, and the carbon tax is postponed.

No Indonesian authority administers CBAM. ICAP reports that the Ministry of Industry is developing emissions reporting for energy-intensive industries, including cement and fertilisers, and gives no date for industrial coverage.

CBAM Consultants Serving Indonesia

Eight providers meet the listing criteria: one local consultancy, two international firms with Jakarta offices and five verification groups.

A provider is listed only where a page on its own website states a CBAM offering, the page or the organisation is tied to Indonesia (a country site, a Bahasa Indonesia page or an office confirmed on its own site), and this site retrieved the page on October 12, 2026. Each Source cell names the evidence.

Inclusion is editorial and unpaid: cbamguide.com takes no payment or commission from any provider named, and a listing is neither an endorsement nor a quality rating.

Locally Established Consultancies

One Indonesian firm cleared the criteria.

Verification Bodies Operating in Indonesia

No verification body established in Indonesia is confirmed as an accredited EU CBAM verifier as of October 12, 2026, although two groups with Indonesian entities, Bureau Veritas and SGS, have announced accreditation at group level.

Five groups publish a CBAM service that reaches Indonesian exporters.

Two of the five have announced accreditations, neither naming a legal entity or a sector scope. An item dated October 6, 2026 on SGS's Indonesian site says Accredia, the Italian national accreditation body, presented SGS with its accreditation as a CBAM verifier, while the Indonesian service page still described pre-verification on October 12, 2026. Bureau Veritas announced its accreditation on September 29, 2026 without naming an accrediting body.

By their own account, SCS Global Services Europe B.V. is going through accreditation and ERM CVS expects to complete it during 2026. LRQA's Indonesian page mentions accredited verification without naming an accreditation body, and TÜV Rheinland's states no CBAM accreditation.

IISD notes that no mutual recognition arrangement lets a non-EU body accredit CBAM verifiers. The Commission's verification page still said on October 12, 2026 that the list of accredited verifiers "will be published on this page", so treat each accreditation as announced and ask which legal entity signs the verification report.

What a CBAM Consultant Does for an Indonesia Exporter

A CBAM consultant turns an Indonesian plant's production records into the installation-level emissions figures an EU importer can declare, and prepares the evidence a verifier requires.

Installation-Level Emissions Data

An EU importer requests the operator's summary emissions report: 16 numbered data points per installation, listed field by field on the CBAM data requirements page.

For Indonesian mills the hard part is precursors. IISD notes that a producer of complex goods, such as coated sheet made from purchased crude steel, needs verified emissions data from its upstream suppliers, or defaults apply to that share. Its exporter roadmap starts with a gap analysis and a pre-verification exercise, the service most providers above sell.

Carbon Price Deduction Under Article 9

No carbon price paid in Indonesia is deductible against CBAM today: IISD states that none applied to iron and steel as of March 2026. As of October 12, 2026 the implementing regulation for Article 9 of Regulation (EU) 2023/956 is still a draft (published May 13, 2026, consultation closed June 10, 2026), and no third country's carbon pricing has been formally recognised.

Under the draft rules, a deduction would reflect only the carbon price effectively paid, net of free allocation and rebates, and the evidence would be a carbon price report certified by an accredited independent person. Until industry is covered at home and the EU rules are adopted, a consultant's task is record-keeping for a later carbon price deduction claim.

How to Choose a CBAM Consultant in Indonesia

Choose on evidence of installation-level CBAM work in your production route, and settle who verifies before you settle who advises.

The six steps below apply to any provider here or on the wider list of CBAM consultants.

  1. List every CN code and installation that ships to the EU, and ask each customer whether it imports more than 50 tonnes of CBAM goods a year, the Article 2a de minimis threshold.
  2. Compare your actual emissions with the Indonesian default: a scrap-based EAF mill has the most to gain.
  3. Ask for a worked installation-level calculation in your own production route, purchased precursors included.
  4. Ask a verification group how its advisers are kept apart from its verifiers.
  5. Confirm any accreditation claim (accreditation body, legal entity, sectors) against this site's tracker of accredited CBAM verifiers.
  6. Fix language and confidentiality terms in writing: who sees process data, and who translates evidence from Bahasa Indonesia.

No provider on this page publishes a fee for CBAM work. Cost drivers are installations and production routes, purchased precursors, translation and travel for the physical site visit required in the first verification year (Implementing Regulation (EU) 2025/2546, Articles 2 to 4). Vendors put verification at EUR 5,000 to 50,000 per installation, a market estimate, not a Commission figure.

Questions to Ask Before Engaging

The three questions below test a provider's CBAM depth.

  • Which CN codes and production routes has your team calculated under the definitive-period methodology?
  • Who travels for the site visit, from where, and who pays?
  • What do you keep on file for a future carbon price claim under Article 9?

What a Consultant Cannot Do for Your EU Customer

EUR 100 for every tonne of CO2e left uncovered: that is what an authorised CBAM declarant pays when it surrenders too few certificates (Article 26 of Regulation (EU) 2023/956). The EU importer, or the indirect customs representative acting for it, holds the authorisation, signs the annual declaration and buys the certificates. A Jakarta consultant or a verification body improves the numbers behind that declaration. Neither can become the declarant, and no service agreement shifts the statutory penalty onto an Indonesian mill, which is why data quality belongs in an exporter CBAM strategy.

Frequently Asked Questions About CBAM Consultants in Indonesia

The four answers below cover carbon pricing, verification, filing and customer requests.

Does Indonesia Have a Domestic Carbon Price That Reduces CBAM Cost?

Not today. Indonesia's emissions trading scheme covers power generation only, and its carbon tax is postponed. As of October 12, 2026 the Article 9 implementing regulation is still a draft and the EU has formally recognised no third country's carbon price.

Do Indonesian Producers Have to Verify Emissions?

Only where actual values are declared. Default values need no verification. Actual emissions must be verified by an accredited CBAM verifier, with a physical site visit in the first year, and no Indonesia-established body is confirmed as accredited as of October 12, 2026.

Can an Indonesian Consultant File the CBAM Declaration?

No. Only the authorised CBAM declarant files, meaning the EU importer or its indirect customs representative. A consultant in Indonesia prepares the installation data that the declarant relies on.

What Do EU Customers Ask Indonesian Suppliers For?

EU customers ask for the operator's summary emissions report per installation: installation identity, production data, direct and indirect emissions, precursor emissions, and evidence of any carbon price paid as a separate file. This site's supplier data request tool lists the fields.

Provider status, default values and certificate prices change during the year, and CBAM Brief sends those changes by email for EUR 199 a month.
