General Summary
Eight named providers publicly state a CBAM service relevant to Japanese exporters as of October 12, 2026: two Japanese consultancies, two Japanese software vendors, one Big Four member firm and three verification groups with Japanese offices.
Iron and steel and aluminium carry almost all of the exposure. JETRO's September 18, 2026 chart of Eurostat data lists product groups that this site adds up to about EUR 749 million of iron and steel and EUR 146 million of aluminium exports to the EU, against about EUR 7.4 million for cement and fertilisers combined (the article states no reference year).
The first annual CBAM declaration, covering 2026 imports, is due September 30, 2027. The legal obligation sits on the EU importer while the installation data sits with the Japanese producer, the gap these providers fill and the starting point of this site's guide to CBAM in Japan.
Why Japan Exporters Need CBAM Support
Japanese producers that cannot supply installation-level emissions data push their EU customers onto default values, which raises the landed cost of Japanese goods against suppliers with verified data.
JETRO's September 18, 2026 report notes that EU customers frequently ask Japanese suppliers for actual values, even though default values remain legally available. A supplier that cannot answer hands its customer a default plus a mark-up, or a reason to switch source.
The mark-up is 10% in 2026, 20% in 2027 and 30% from 2028 (1% for fertilisers), added before certificates are counted at the official quarterly price: EUR 82.32 per tonne of CO2e for Q3 2026, published October 5, 2026. The EU CBAM guide explains the mechanism in full.
The table below sets Japan's exports to the EU by CBAM sector against the default values that apply when no verified data exists.
| Sector | Exported to EU | Default value applies | Verified data advantage |
|---|---|---|---|
| Iron and steel | About EUR 749 million: hot-rolled sheet 216.73, special steels 214.32, cold-rolled sheet 118.88, coated sheet 94.36, tubes 72.75, stainless sheet 25.24, semi-finished 6.37 | 2.100 tCO2e/t for semi-finished steel (CN 7207 11 11) and hot-rolled sheet (CN 7208), before mark-up | Largest. A mill verified below the country default removes the mark-up and the gap from its customer's certificate count |
| Aluminium | About EUR 146 million: plate, sheet and strip 113.63, foil 30.12, unwrought 2.14 | 0.360 tCO2e/t unwrought (CN 7601); 1.730 tCO2e/t plate, sheet and strip (CN 7606), before mark-up | Smaller. JETRO notes the defaults are already low, so actual values leave limited room to improve |
| Cement | About EUR 4.8 million, clinker included | 0.890 tCO2e/t grey Portland cement (CN 2523 29 00), before mark-up | Marginal at this volume |
| Fertilisers | About EUR 2.6 million | Yes, by CN code, with a 1% mark-up | Marginal at this volume |
| Hydrogen, electricity | No exports recorded | Not applicable | Not applicable |
Export values are in EUR million, charted by JETRO from Eurostat by main product group (not exact Annex I CN codes), with no reference year stated; sector totals are this site's additions.
Default values are total emissions before mark-up. JETRO's article tabulates the steel and aluminium figures, and this site checked each value shown against the Japan table in Annex I of Implementing Regulation (EU) 2025/2621 as corrected by Implementing Regulation (EU) 2026/1740.
Japan's 2.100 steel default sits below the same semi-finished steel default for China (3.169) and India (4.270), and the 2026 mark-up of 10% lifts it to 2.310 tCO2e per tonne. A mill that verifies a lower figure takes the difference off its customer's bill, which is how CBAM default values become a price disadvantage for suppliers that stay silent.
Exposure would widen under the downstream proposal COM(2025)989, which is not law. Japan's Central Research Institute of Electric Power Industry, cited by JETRO, puts current CBAM goods at 2.9% of EU imports from Japan and the proposed additions at 5.0%.
Domestic carbon pricing does not yet offset any of this. GX-ETS has been mandatory since April 2026 for businesses whose direct emissions averaged at least 100,000 tonnes of CO2 a year over the three preceding fiscal years, as JETRO describes the threshold. The Ministry of Economy, Trade and Industry (METI), which ran the design consultations for the scheme, is also the ministry that publishes Japan's CBAM guidance for exporters.
Two public bodies offer free CBAM support in Japan. They are listed below, apart from the consultants.
- METI publishes a CBAM calculation guideline for screws and bolts (revised edition), links the Commission's guidance for non-EU installation operators in Japanese, and convenes a committee on CBAM response. Source: METI CBAM page, last updated June 1, 2026.
- JETRO runs a free trade and investment consultation desk and publishes a practical manual on CBAM emissions calculation (March 2026) and an explainer on the simplification rules (February 2026). Source: JETRO EU energy and environment page.

CBAM Consultants Serving Japan
Eight providers meet the listing criteria: four locally established firms (two consultancies and two software vendors), one international advisory firm and three verification groups with Japanese offices.
A provider is listed only where its own website states a CBAM offering, the offering is usable by Japanese exporters, and this site retrieved the page on October 12, 2026. Inclusion is editorial and unpaid: cbamguide.com takes no payment or commission from any provider named, and a listing is neither an endorsement nor a quality rating. The Languages column records the language of the page checked.
Locally Established Consultancies
Two of the four local firms offer consulting and two sell software. The two software vendors are listed as software, not as consultants: each page checked describes a tool and no advisory engagement.

International Firms With a Japan Presence
One international advisory firm cleared the criteria. Other large firms are absent because their Japanese pages could not be retrieved on the date checked, which says nothing about whether they offer a CBAM service.

Verification Bodies Operating in Japan
This site found no announcement of an EU CBAM accreditation that names a verification body established in Japan as of October 12, 2026, and the Commission's official list of accredited CBAM verifiers is still unpublished.
Three international verification groups publish CBAM services on their Japanese sites.

Two of the three groups have announced accreditations at group level. Bureau Veritas's Japanese site carries an item dated October 5, 2026 announcing what it calls a global accreditation for CBAM verification, naming neither the accrediting body nor the legal entity. Its Japanese CBAM service page still said on October 12, 2026 that Bureau Veritas in France was applying as a verification body and that the service menu would be detailed afterwards.
SGS announced on October 6, 2026 that Accredia, the Italian accreditation body, had accredited it as a CBAM verifier, again naming no legal entity, and its Japanese CBAM page still described accreditation as a future plan on October 12, 2026. LRQA's Japanese page lists accredited verification among its services but names no accreditation held, no accrediting body and no date.
Neither announcement names a Japan-established entity, and the Commission's verification page still said on October 12, 2026 that the list of accredited verifiers "will be published on this page". Treat each accreditation as announced, and ask which legal entity signs the verification report.

What a CBAM Consultant Does for a Japan Exporter
A CBAM consultant turns a Japanese plant's production records into the installation-level emissions figures an EU importer can declare, and prepares the evidence for verification and for any later carbon price deduction.
Installation-Level Emissions Data
An EU importer requests 16 data points per installation in five families: installation identification, production and activity data, direct emissions, indirect emissions and precursor data, with evidence of any carbon price paid as a sixth, optional file. The field-by-field list is on the CBAM data requirements page.
For Japanese exporters the hard parts are purchased precursors and confidentiality: JETRO records suppliers' concern that process data reveals production efficiency and cost structure. ASUENE's tool populates the EU communication template, and Booost's design keeps confidential data inside each company's own application.
Carbon Price Deduction Under Article 9
No carbon price paid in Japan is deductible today. As of October 12, 2026 the implementing regulation for Article 9 of Regulation (EU) 2023/956 is still a draft (published May 13, 2026, consultation closed June 10, 2026), and no third country's carbon pricing has been formally recognised, GX-ETS included.
Under the draft rules, a deduction would reflect only the carbon price effectively paid, evidenced by a carbon price report that an accredited independent person certifies, a role distinct from the CBAM verifier. ICAP's scheme profile records that GX-ETS allowances are allocated free by benchmarking and grandfathering, and JETRO lists the treatment of that free allocation among the open questions. A consultant's task meanwhile is record-keeping (allowance purchases, free allocation received, registry statements), ready for a carbon price deduction claim once the rules are adopted.
The UK has moved first. HMRC's provisional list of qualifying carbon pricing schemes for UK CBAM, published August 27, 2026, includes Japan GX-ETS, and it states that emissions covered by free allowances earn no carbon price relief. That is a UK tax decision and binds nothing in the EU.
How to Choose a CBAM Consultant in Japan
Choose on evidence of installation-level CBAM work in your sector, not on brand, and settle who verifies before you settle who advises.
The six steps below apply to any provider on this page or on the wider list of CBAM consultants.
- List every CN code and installation that ships to the EU, and ask each customer whether it imports more than 50 tonnes of CBAM goods a year, the Article 2a de minimis threshold.
- Decide between default and actual values product by product: Japan's aluminium defaults leave less to gain than its steel default.
- Ask for a worked installation-level calculation in your production route, using the routes set out on the CBAM steel page.
- Fix confidentiality and language terms in writing: who sees process data, and who translates evidence for an EU verifier.
- Separate advice from verification by asking a verification group how its advisers are kept apart from its verifiers.
- Confirm any accreditation claim (accreditation body, legal entity, sectors) against this site's tracker of accredited CBAM verifiers.
No provider on this page publishes a fee for CBAM advisory work. Cost drivers are the number of installations and production routes, purchased precursors, translation of evidence and travel for the physical site visit that Implementing Regulation (EU) 2025/2546, Articles 2 to 4, requires in the first verification year. Vendors put verification at EUR 5,000 to 50,000 per installation, a market estimate and not a Commission figure.
Questions to Ask Before Engaging
The four questions below test a provider's CBAM depth in one call.
- Which CN codes and production routes has your team calculated under the definitive-period methodology?
- Do you prepare the operator's emissions report and its summary for each installation?
- Which verifier do you work with, and who pays for the site visit?
- What do you keep on file for a future carbon price claim under Article 9?
What a Consultant Cannot Do for Your EU Customer
EUR 100 per tonne of CO2e is the penalty an authorised CBAM declarant owes for each certificate it fails to surrender (Article 26 of Regulation (EU) 2023/956), and that exposure stays in the EU. Your customer, or its indirect customs representative, holds the authorisation, files the declaration and buys the certificates. A consultant in Tokyo makes the data behind that declaration accurate and verifiable. It cannot take on the declarant's liability, and no engagement letter moves the statutory penalty onto a Japanese producer. What a contract can move is price, which is why data quality belongs in an exporter CBAM strategy.
Frequently Asked Questions About CBAM Consultants in Japan
The five answers below cover carbon pricing, verification, filing, customer requests and free support.
Does Japan Have a Domestic Carbon Price That Reduces CBAM Cost?
Not yet. Japan has GX-ETS, mandatory since April 2026, and a Tax for Climate Change Mitigation that Japan's Ministry of the Environment sets at JPY 289 per tonne of CO2. As of October 12, 2026 the EU has formally recognised no third country's carbon price and the Article 9 implementing regulation is still a draft, so no deduction can be claimed for Japanese goods today.
Do Japanese Producers Have to Verify Emissions?
Only where actual values are declared. Default values need no verification. Actual emissions must be verified by an accredited CBAM verifier, with a physical site visit in the first year. As of October 12, 2026 this site has found no accreditation announcement that names a Japan-established body.
Can a Japanese Consultant File the CBAM Declaration?
No. Only the authorised CBAM declarant files, meaning the EU importer or its indirect customs representative. A consultant in Japan prepares the installation data that the declarant relies on.
What Do EU Customers Ask Japanese Suppliers For?
EU customers ask for embedded emissions per product and per installation, in the summary of the operator's emissions report that the definitive period requires: installation identity, production data, direct and indirect emissions, precursor emissions and any carbon price paid. This site's supplier data request tool shows the fields such a request contains.
Is There Free CBAM Support in Japan?
Yes. JETRO runs a free trade and investment consultation desk and publishes a practical manual on CBAM emissions calculation, dated March 2026.
METI publishes a calculation guideline for screws and bolts and links the Commission's guidance for non-EU installation operators in Japanese. Neither body prepares a company's emissions data.
Provider status, default values and certificate prices change during the year, and CBAM Brief sends those changes by email for EUR 199 a month.
