General Summary
Eight named providers publicly offer CBAM support and have a confirmed tie to Malaysia as of October 12, 2026, and the exposure they address sits in iron and steel and aluminium.
Malaysia shipped about 752,000 tonnes of iron and steel to the EU in 2025. The Ministry of Investment, Trade and Industry (MITI), citing a Malaysian Steel Institute study, told Parliament that CBAM compliance could cost that industry RM970.7 million in 2026 (Bernama, August 4, 2026), about USD 237 million as converted in the country guide to CBAM in Malaysia. The first annual CBAM declaration, covering 2026 imports, is due September 30, 2027. The legal obligation under Regulation (EU) 2023/956 sits on the EU importer, while the data sits with the Malaysian producer.
Why Malaysia Exporters Need CBAM Support
Malaysian producers who cannot supply installation-level emissions data push their EU customers onto default values, and default values raise the landed cost of Malaysian steel and aluminium.
Default values carry a mark-up under Implementing Regulation (EU) 2025/2621: 10% in 2026, 20% in 2027 and 30% from 2028. As a gross illustration only: on a default of 2.0 tCO₂e per tonne, the 10% mark-up adds 0.2 tCO₂e, worth EUR 16.46 per tonne at the official Q3 2026 certificate price of EUR 82.32 per tCO₂e (published October 5, 2026).
That sum is before the free allocation adjustment, which Implementing Regulation (EU) 2025/2620 calculates from a CBAM benchmark per good and the CBAM factor (97.5% in 2026). The net cost is not a fixed share of the gross figure, so this page prints none.
| Sector | Exported to EU | Default value applies | Verified data advantage |
|---|---|---|---|
| Iron and steel | About 752,000 tonnes worth RM3.23 billion in 2025 (MITI reply to Parliament, Bernama, August 4, 2026) | Yes: the value IR (EU) 2025/2621 sets for the CN code and country of origin, plus the mark-up | Direct emissions only. Scrap-based electric arc furnace steel sits near 0.5 tCO₂ per tonne against about 2.0 for the blast furnace route, so route-specific data matters |
| Aluminium | USD 431.25 million of aluminium and aluminium articles in 2025, of which USD 274.73 million unwrought (EU imports from Malaysia, UN Comtrade via Trading Economics, HS chapter 76) | Yes: same mark-up schedule, on direct emissions only (CO₂ and PFCs) | Installation-level anode and PFC data replace the default. Electricity emissions are not priced |
The aluminium figure is the EU-reported import value for the whole of HS chapter 76, including USD 4.01 million of scrap that CBAM does not cover.
Malaysia has no carbon price in force as of October 12, 2026. The Star reported on October 5, 2026 that Natural Resources and Environmental Sustainability Minister Arthur Joseph Kurup said the government had deferred its planned carbon tax; the report gives no rate and no new start date. The Budget 2027 speech of October 9, 2026 does not mention a carbon tax.

CBAM Consultants Serving Malaysia
Eight organisations state a CBAM service on their own websites and have a confirmed tie to Malaysia: two Malaysian consultancies, two international firms and four verification bodies.
Selection criteria: the provider states a CBAM offering on a page of its own website that was opened and read, and has a tie to Malaysia (a Malaysian firm, a page on its Malaysia site, or a Malaysian office confirmed on its own site). The Source column states the evidence for each row. Inclusion is editorial and unpaid: cbamguide.com takes no payment or commission from any organisation named here, and a listing is not an endorsement or a quality rating.
Last checked: October 12, 2026. The Languages column records each page's language; none of the eight states working languages, so ask about Bahasa Malaysia and Mandarin.

Locally Established Consultancies
Bernard Business Consulting, launched in 2017, lists CBAM reporting as a named solution. CAYS GROUP sells training, not data work. No other Malaysia-headquartered firm had a readable CBAM service page at the last check, a limit of verification, not a measure of the market.
International Firms With a Malaysia Presence
Crowe Malaysia and TÜV Rheinland Malaysia publish a CBAM offer on their Malaysian pages: Crowe's rests on life cycle assessment and reporting support, TÜV Rheinland's on technical support, training and pre-verification.
Public bodies and chambers offer support, not consulting.
- MITI: told Parliament its response rests on a national carbon MRV system, decarbonisation, policy and financial support, and engagement with the EU (Bernama, August 4, 2026).
- Malaysian Investment Development Authority (MIDA): hosted a CBAM workshop for exporters with Alliance Bank Malaysia, per a New Straits Times report republished on mida.gov.my on September 18, 2024.
- Malaysian-German Chamber of Commerce and Industry (AHK Malaysia): ran the webinar "CBAM Compliance & Strategy: What Malaysian Exporters Must Know Now" on August 28, 2025, per malaysia.ahk.de.
Verification Bodies Operating in Malaysia
No verification body established in Malaysia is confirmed as an EU-accredited CBAM verifier as of October 12, 2026.
SGS announced on October 6, 2026 that Accredia, the Italian national accreditation body, had accredited it as a CBAM verifier. Bureau Veritas announced an accreditation on September 29, 2026 without naming the accrediting body. Neither announcement names an accredited legal entity, a sector scope or a Malaysian entity.
The Commission's CBAM verification page still stated on October 12, 2026 that the list of accredited CBAM verifiers "will be published on this page".
The four rows describe offers, not accreditations. SGS's Malaysia page sells pre-verification, a readiness check. LRQA's page uses the phrase "accredited verification" without stating that LRQA holds a CBAM accreditation, and none is confirmed. Bureau Veritas's service page still calls the group "an applicant for CBAM verifier accreditation", and DNV's states no accreditation of its own.
A body established in Malaysia needs an EU national accreditation body that accepts third-country applicants: 7 of 24 do, per the Commission's state-of-play table dated October 7, 2026.

What a CBAM Consultant Does for a Malaysia Exporter
A CBAM consultant in Malaysia turns plant records into the installation-level dataset an EU importer can declare, and keeps the evidence a verifier will later test.
Installation-Level Emissions Data
The CBAM data requirements an EU importer passes to a supplier come to 16 data points per production installation, the numbered items of the operator's summary emissions report in Annex IV to Implementing Regulation (EU) 2025/2547. A consultant maps each point to a plant record, such as fuel invoices, weighbridge tickets, laboratory analyses and furnace logs. The CBAM data requirements page lists all 16 fields.
Crowe frames its offer through life cycle assessment, and the CAYS course aligns with ISO 14064. Neither is the CBAM calculation, which is bounded by the installation, its production processes and its precursors.
Carbon Price Deduction Under Article 9
No carbon price paid in Malaysia is deductible today: Malaysia has no carbon price in force, and no country's carbon price is formally recognised under Article 9 as of October 12, 2026.
Article 9 of Regulation (EU) 2023/956 lets an EU importer claim a carbon price deduction for a price effectively paid in the country of origin. Malaysia's carbon tax is deferred, so a Malaysian mill has nothing to evidence.
The claim rules are still a draft: the Commission published a draft implementing regulation on May 13, 2026, and no adoption is confirmed as of October 12, 2026. Under the draft rules, proof would be a carbon price report from the operator, certified by an accredited independent person, a role distinct from the CBAM verifier.
How to Choose a CBAM Consultant in Malaysia
Choose by task first: training, data build, pre-verification and accredited verification are four different engagements.
The hub page on CBAM consultants covers costs and engagement models across the EU market. The five steps below narrow a Malaysian shortlist.
- Define the deliverable: a trained team, a monitoring plan, a pre-verification report or an accredited verification report.
- Request the accreditation position in writing (accrediting body, legal entity, sector scope, date) and compare it with the tracker of accredited CBAM verifiers.
- Confirm who performs the physical site visit in Malaysia, which Implementing Regulation (EU) 2025/2546 (Articles 2 to 4) requires in the first year of verification.
- Ask for the fee basis. None of the eight pages publishes a fee; cost follows installations, CN codes, precursors, record quality and travel.
- Fit the engagement to your exporter CBAM strategy and to your EU customer's September 30, 2027 declaration.
Questions to Ask Before Engaging
The three questions below test delivery for a Malaysian installation.
- Which Malaysian entity signs the contract, and which entity signs any verification report?
- Which steel or aluminium installations have you prepared data for under Implementing Regulation (EU) 2025/2547?
- Do you work in Bahasa Malaysia or Mandarin with plant staff and in English with my EU customer?
What a Consultant Cannot Do for Your EU Customer
EUR 100 per tonne of CO₂e is what an authorised CBAM declarant pays under Article 26(1) of Regulation (EU) 2023/956 for every certificate it does not surrender, and no contract signed in Kuala Lumpur or Klang relocates that charge. The EU importer holds the authorisation, submits the declaration and answers to its national competent authority. A consultant, trainer or verifier engaged by a Malaysian mill improves the data and nothing else.
Frequently Asked Questions About CBAM Consultants in Malaysia
The five answers below cover carbon pricing, verification, filing, customer data requests and accreditation.
Does Malaysia Have a Domestic Carbon Price That Reduces CBAM Cost?
No. Malaysia has no carbon price in force as of October 12, 2026: the government has deferred its planned carbon tax, The Star reported on October 5, 2026. No third-country carbon price is formally recognised under the EU CBAM rules yet.
Do Malaysian Producers Have to Verify Emissions Under CBAM?
No law obliges a Malaysian producer to verify. Verification by an accredited verifier is required only where the EU importer declares actual emissions. Unverified data sends the importer back to CBAM default values and their mark-up.
Can a CBAM Consultant in Malaysia File the CBAM Declaration?
No. The authorised CBAM declarant, meaning the EU importer or its indirect customs representative, submits the annual declaration in the CBAM Registry.
What Do EU Customers Ask Malaysian Suppliers For Under CBAM?
EU customers ask for the 16 installation-level data points of the operator's summary emissions report, from plant identification to precursor data. Steel carries the larger request: the 752,000 tonnes shipped to the EU in 2025 make CBAM steel Malaysia's main exposure.
Is Any CBAM Verifier in Malaysia Accredited by the EU?
None is confirmed. SGS (announced October 6, 2026, via Accredia) and Bureau Veritas (announced September 29, 2026) have announced an accreditation, and neither names a Malaysia-established entity. The Commission had published no official list of accredited CBAM verifiers by October 12, 2026.
Accreditation announcements, default-value corrections and certificate price changes are tracked by email in CBAM Brief (EUR 199 a month).
