General Summary
Eight named providers publicly state a CBAM offering for Vietnamese exporters as of October 12, 2026: four Vietnamese firms, one international advisory firm and three verification groups with an office in Vietnam.
Iron and steel carries almost all of the exposure, with aluminium profiles a distant second. Vietnam shipped about 2.08 million tonnes of steel worth nearly USD 1.4 billion to the EU in 2025, its second-largest steel market after ASEAN, per Vietnam Steel Association data published by the WTO and Integration Center of VCCI on April 13, 2026. The first annual CBAM declaration, covering 2026 imports, is due September 30, 2027. The legal obligation sits on the EU importer while the installation data sits with the Vietnamese mill, as this site's guide to CBAM in Vietnam explains.
Why Vietnam Exporters Need CBAM Support
Vietnamese producers that cannot supply installation-level emissions data push their EU customers onto default values, which raises the landed cost of Vietnamese steel against suppliers with verified data.
Tran Ngoc Quan, Trade Counsellor at the Vietnam Trade Office in Belgium and the EU, put a number on it in an interview on the Ministry of Industry and Trade (MOIT) portal on August 6, 2026: a tonne of steel emits about two tonnes of CO2 and sells near EUR 650, so carbon costs could add about 23% to its export cost unless mills cut emissions, with about 2.5% of covered emissions paid for in 2026 and full coverage by 2034.
Default values make the bill larger: a mark-up of 10% in 2026, 20% in 2027 and 30% from 2028 (1% for fertilisers) is added before certificates are priced at the official quarterly price, EUR 82.32 per tonne of CO2e for Q3 2026, published October 5, 2026. The EU CBAM guide explains the mechanism.
| Sector | Exported to EU | Default value applies | Verified data advantage |
|---|---|---|---|
| Iron and steel | About 2.08 million tonnes and nearly USD 1.4 billion in 2025, over 20% of Vietnam's steel export volume; above USD 2 billion in 2024 | Yes: the default for the CN code and country of origin in Implementing Regulation (EU) 2025/2621, as corrected by Implementing Regulation (EU) 2026/1740, plus the mark-up | Largest. A mill verified below the default takes the gap and the mark-up off its customer's certificate count |
| Aluminium | Profiles are the second CBAM-relevant category, at small volumes, per this site's Vietnam page. No sourced figure compiled for this page | Yes, same mark-up schedule | Depends on the product and on the emissions of the purchased metal |
| Cement and fertilisers | Not shipped to the EU at commercially significant volumes, per this site's Vietnam page | Yes if shipped; fertilisers carry a 1% mark-up | Marginal at current volumes |
The steel figures cover all steel products, not exact Annex I CN codes. Re-rollers and coating lines that buy slab, billet or hot-rolled coil carry a second burden: the purchased steel's embedded emissions enter the calculation as precursor emissions, which only the upstream mill can supply.
Domestic carbon pricing does not yet offset any of this. Vietnam's emissions trading system is a pilot from 2025 to 2028 under Decree 119/2025/ND-CP, with free allocation finalised by the Ministry of Agriculture and Environment. Its first phase covers 34 thermal power plants, 25 iron and steel facilities and 51 cement facilities, per the International Carbon Action Partnership (ICAP) factsheet read on October 12, 2026.

CBAM Consultants Serving Vietnam
Eight providers meet the listing criteria: four locally established firms, one international advisory firm and three verification groups with a Vietnam office.
A provider is listed only where a page on its own website states a CBAM offering, it has a tie to Vietnam (a Vietnamese site or page, or an office in Vietnam confirmed on its own site), and this site retrieved the page on October 12, 2026. The Source column names the kind of evidence. Inclusion is editorial and unpaid: cbamguide.com takes no payment, commission or sponsorship from any provider, and a listing is neither an endorsement nor a quality rating.
Locally Established Consultancies
Two of the four local firms describe hands-on CBAM inventory or reporting work, one sells software and one describes training only.

| Control Union Vietnam (Ho Chi Minh City) | Inspection and certification group. Planned service, not yet available: the group page says Control Union has applied for CBAM accreditation through its Dutch office and will offer CBAM verification once it is granted. The Vietnam site carries no CBAM page | Iron and steel, aluminium, cement, fertilisers. States it will not verify hydrogen or electricity | English (group page) | Yes | Group service page, with the Vietnam office confirmed on its Vietnam site: controlunion.com/cbam-compliance-verification/ and vietnam.controlunion.com/lien-he/ |
Bureau Veritas announced its accreditation on September 29, 2026. Its Vietnamese site carried the item on September 30 as a global accreditation, naming no accrediting body, legal entity or sector scope. SGS announced on October 6, 2026 that Accredia, the Italian national accreditation body, had accredited it, again naming no legal entity, and its Vietnam page still described pre-verification only on October 12, 2026.
No Vietnam-established body on this list has announced an EU CBAM accreditation. Vinacontrol's ISO 14064-3 data verification and GreenCIC's VICAS 119-GHG accreditation from Vietnam's Bureau of Accreditation (February 23, 2026) are not CBAM accreditation: per the Commission's CBAM verification page, only national accreditation bodies in the EU or EEA grant it, and the list of accredited verifiers "will be published on this page". Ask which legal entity signs the verification report.

What a CBAM Consultant Does for a Vietnam Exporter
A CBAM consultant converts a Vietnamese plant's production, fuel and purchasing records into the installation-level emissions figures an EU importer can declare, and keeps the evidence ready for verification.
Installation-Level Emissions Data
An EU importer requests 16 data points per installation, in five families: installation identification, production and activity, direct emissions, indirect emissions and precursors. Carbon price evidence is a sixth, optional file. The field-by-field list is on the CBAM data requirements page.
MOIT's portal notes that many enterprises, small and medium-sized ones in particular, have yet to set up a comprehensive greenhouse gas inventory system, which is where Vinacontrol's and ISOCERT's published services start.
Carbon Price Deduction Under Article 9
No carbon price paid in Vietnam is deductible today. As of October 12, 2026 the implementing regulation for Article 9 of Regulation (EU) 2023/956 is still a draft (published May 13, 2026), and no third country's carbon pricing has been formally recognised.
The pilot's first trades show how little there is to deduct. Trading opened on the Hanoi Stock Exchange on June 29, 2026 at VND 130,000 to 136,000 (USD 4.95 to 5.17) per tonne of CO2e, and no further trades were recorded by late August, per Dezan Shira's Vietnam Briefing of September 17, 2026.
Under the draft rules, a deduction would reflect only the price effectively paid, shown in a carbon price report certified by an accredited independent person, a role distinct from the CBAM verifier. Until then a consultant keeps allocation decisions and purchase invoices ready for a carbon price deduction claim.
How to Choose a CBAM Consultant in Vietnam
Choose on evidence of installation-level CBAM work in your production route, check the date on the provider's CBAM page, and settle who verifies before you settle who advises.
The six steps below apply to any provider on this page or on the wider list of CBAM consultants.
- List every CN code and installation that ships to the EU, and ask each EU customer whether it imports more than 50 tonnes of CBAM goods a year, the Article 2a de minimis threshold.
- Read the date on the provider's CBAM page: Vinacontrol's still lists quarterly CBAM reports and ISOCERT's still describes the transitional period, which ended December 31, 2025.
- Decide between default and actual values product by product, starting from the CBAM default values for your CN codes.
- Ask for a worked installation-level calculation in your route: blast furnace, electric arc or re-rolling of purchased coil.
- Check the provider's sector depth against the CBAM steel page, which sets out the CN codes and emission factors a mill is assessed on.
- Separate advice from verification: ask a verification group how its advisory team is kept apart from the team that would verify you.
No provider on this page publishes a fee for CBAM work. Cost drivers are the number of installations and routes, purchased precursors, the state of the existing greenhouse gas inventory, translation and the physical site visit that Implementing Regulation (EU) 2025/2546, Articles 2 to 4, requires in the first verification year.
Questions to Ask Before Engaging
The three questions below test a provider's CBAM depth in one call, and this site's tracker of accredited CBAM verifiers is the check on any accreditation answer.
- Which CN codes and production routes has your team calculated under the definitive-period rules in force since January 1, 2026?
- Do you prepare the operator's emissions report and its summary for each installation?
- Which verifier do you work with, which national accreditation body accredited it, and who pays for the site visit?
What a Consultant Cannot Do for Your EU Customer
EUR 100 per tonne of CO2e is what an authorised CBAM declarant pays for every certificate it fails to surrender, under Article 26 of Regulation (EU) 2023/956, and that bill goes to an address in the EU. The importer of Vietnamese steel, or its indirect customs representative, holds the authorisation, signs the declaration and buys the certificates. A contract signed in Hanoi shifts none of that. An adviser controls only the quality of the mill's data, and a customer answers weak data with a lower price or another supplier, the subject of an exporter CBAM strategy.
Frequently Asked Questions About CBAM Consultants in Vietnam
The four answers below cover carbon pricing, verification, filing and customer requests for Vietnamese exporters.
Does Vietnam Have a Domestic Carbon Price That Reduces CBAM Cost?
Not yet. Vietnam's ETS is a pilot with free allocation until 2028, and its first trades in June 2026 cleared near USD 5 per tonne of CO2e. As of October 12, 2026 the EU has recognised no third country's carbon price and the Article 9 implementing regulation is still a draft, so no deduction can be claimed today.
Do Vietnamese Producers Have to Verify Emissions?
Only where actual values are declared: default values need no verification. Actual emissions must be verified by an accredited CBAM verifier, with a physical site visit in the first year. Bureau Veritas and SGS have announced group-level accreditations, and neither names a Vietnam-established entity as of October 12, 2026.
Can a Vietnamese Consultant File the CBAM Declaration?
No. Only the authorised CBAM declarant files, meaning the EU importer or its indirect customs representative. A consultant in Vietnam prepares the installation data the declarant relies on.
What Do EU Customers Ask Vietnamese Suppliers For?
EU customers ask for embedded emissions per product and per installation, in the summary of the operator's emissions report that the definitive period requires: installation identity, production data, direct and indirect emissions, precursor emissions and any carbon price paid. Steel buyers also ask for the mill test certificate showing the country of melt and pour, required separately from CBAM since October 1, 2026. This site's supplier data request tool shows the fields such a request contains.
Provider status, default values and certificate prices change during the year, and CBAM Brief sends those changes by email for EUR 199 a month.
