General Summary
Seven named providers publicly offer CBAM support to exporters in China as of October 12, 2026, and the exposure they address sits in iron and steel and aluminium.
China is one of the largest sources of CBAM-covered goods entering the EU. The cbamguide.com country analysis of CBAM in China estimates the trade at several billion euros a year, most of it steel and aluminium; that is an estimate, not a Eurostat total. The first annual CBAM declaration, covering 2026 imports, is due September 30, 2027. The legal obligation under Regulation (EU) 2023/956 sits on the EU importer, while the data sits with the Chinese producer.
Why China Exporters Need CBAM Support
Chinese producers who cannot supply installation-level emissions data push their EU customers onto default values, and default values raise the landed cost of Chinese goods.
The default for Chinese steel slab (CN 7207 12 10) is 3.169 tCO₂e per tonne under Implementing Regulation (EU) 2025/2621, as corrected by Implementing Regulation (EU) 2026/1740. A mill that documents emissions near 2.0 tCO₂e per tonne declares about 1.169 tCO₂e less per tonne, worth about EUR 87.68 at the EUR 75 reference price, before the mark-up is counted.
The official Q3 2026 certificate price is higher, EUR 82.32 per tCO₂e (published October 5, 2026), and the mark-up on default values rises from 10% in 2026 to 30% from 2028. The free allocation adjustment, which Implementing Regulation (EU) 2025/2620 calculates from a CBAM benchmark and the CBAM factor, then reduces the certificates to surrender in both cases.
The table below sets out the two sectors that carry China's exposure and what verified data changes in each.
| Sector | Exported to EU | Default value applies | Verified data advantage |
|---|---|---|---|
| Iron and steel | Main exposure (cbamguide.com estimate) | 3.169 tCO₂e/t for slab (CN 7207 12 10), set on the BF-BOF route, IR (EU) 2025/2621 as corrected | About EUR 87.68/t at EUR 75/tCO₂e for a mill near 2.0 tCO₂e/t, before the mark-up |
| Aluminium | Second exposure (cbamguide.com estimate) | 3.000 tCO₂e/t for unwrought aluminium (CN 7601), direct emissions only (CO₂ and PFCs) | Installation-level anode and PFC data replace the country default; electricity emissions are not priced |
Trade values are not printed here because no Eurostat figure was verified for this page as of October 12, 2026.
China has a domestic carbon price that does not yet help. The Ministry of Ecology and Environment (MEE) released the work plan extending the national emissions trading system (ETS) to steel, cement and aluminium smelting on March 20, 2025, according to the International Carbon Action Partnership (ICAP). No country's carbon price is recognised under Article 9 as of October 12, 2026. Reporting to MEE does not replace the installation-level calculation that Implementing Regulation (EU) 2025/2547 requires.

CBAM Consultants Serving China
Seven organisations state a CBAM service for exporters in China on their own websites: one Chinese testing and certification group, four international firms with a China presence, and two verification bodies.
Selection criteria: the provider publicly states a CBAM offering, the offering serves exporters in China, and the statement sits on a page of the provider's own website that was opened and read. Inclusion is editorial and unpaid. cbamguide.com takes no payment or commission from any organisation named here, and a listing is not an endorsement or a quality rating.
Last checked: October 12, 2026. The Languages column records the language of each provider's China-facing CBAM page, not its working languages.

Locally Established Consultancies
CTI, the listed Chinese testing and certification group (stock code 300012), is the one China-headquartered provider that met the sourcing rule. Its service page offers policy training, monitoring plan review and pre-verification reports with improvement recommendations, with on-site work by its China technical team.
No other China-headquartered body is listed, because none was confirmed on its own website under the sourcing rule above. That is a limit of verification, not a measure of the local market.
International Firms With a China Presence
Four international firms publish a China-facing CBAM page, and their offers differ: SGS China and TÜV Rheinland Greater China sell pre-verification, Intertek China sells data collection and reporting support, and BSI China sells classroom training only.
Two advisory firms publish CBAM material for Chinese exporters without a stated service line, so neither is counted: Deloitte China (a Chinese-language CBAM analysis published in 2026, with a section on Chinese exporters) and Forvis Mazars in China (a recorded CBAM webinar for Chinese businesses from its Global China Services desk).
Chambers of commerce offer support, not consulting, and are listed separately below.
- AHK Greater China (German Chamber of Commerce in China): downloadable "CBAM Practical Guide" dated July 2024, in English and Chinese, on china.ahk.de/en/download/ahk-factsheets.
- CCI France Chine: hosted a two-day CBAM reporting training in Chinese at the Bureau Veritas Guangzhou office on May 15 and 16, 2025, per its event page on ccifc.org.
Verification Bodies Operating in China
No verification body established in China is confirmed as an EU-accredited CBAM verifier as of October 12, 2026.
Three groups with operations in China have announced an accreditation held elsewhere. EmiCert S.A. of Athens announced on September 23, 2026 that ESYD, Greece's national accreditation body, had accredited it for CBAM verification in all six sectors. CTI's service page says CTI Group holds a controlling stake in EmiCert and describes the model as on-site verification in China with the report issued in the EU.
Bureau Veritas announced an accreditation on September 29, 2026 without naming the accrediting body, legal entity or sector scope. SGS announced on October 6, 2026 an accreditation as a CBAM verifier from Accredia, Italy's national accreditation body, without naming the accredited legal entity or the sector scope.
All three rest on the companies' own announcements. The Commission's CBAM verification page still stated on October 12, 2026 that the list of accredited CBAM verifiers "will be published on this page".
None of the China-facing pages in the table states an accreditation held by a China entity. TÜV NORD's China page says it is applying to become a CBAM verification body. SCS says SCS Global Services Europe B.V. is undergoing accreditation for fertilisers, iron and steel, and aluminium. SGS's China page describes pre-verification only, and its Hong Kong page still called pre-verification a non-accredited service on October 12, 2026.
A body established in China needs accreditation from an EU national accreditation body that accepts third-country applicants. Of the 24 bodies that have agreed to offer CBAM accreditation, 7 accredit third-country applicants, per the state-of-play table the Commission posted on October 7, 2026.

What a CBAM Consultant Does for a China Exporter
A CBAM consultant in China turns plant records into the installation-level dataset an EU importer can declare, and keeps the evidence a verifier and a carbon price claim will later need.
Installation-Level Emissions Data
The CBAM data requirements an EU importer passes to a supplier come to 16 data points per production installation, the numbered items of the operator's summary emissions report in Annex IV to Implementing Regulation (EU) 2025/2547. They fall into five families: installation identification, production and activity, direct emissions, indirect emissions and precursors. A consultant maps each one to a plant record, such as fuel invoices, weighbridge tickets, laboratory analyses and electricity meters.
BSI China's course description says CBAM requirements differ from ISO 14064-1 and ISO 14067, which is why an existing product carbon footprint report does not answer a CBAM data requirements request.
Precursors need the same treatment: a mill that buys slab or billet needs installation data from that supplier too.
Carbon Price Deduction Under Article 9
A carbon price paid in China cannot be deducted today: no country's carbon price, China's included, is recognised under Article 9 as of October 12, 2026.
A carbon price deduction reduces the certificates an EU importer surrenders by a price effectively paid in the country of origin. The legal basis for the carbon price deduction is Article 9 of Regulation (EU) 2023/956. China's national ETS has covered steel, cement and aluminium smelting since the March 2025 work plan. ICAP reports that its cap is intensity-based, that allowances are allocated free of charge, and that the average secondary-market price in 2025 was CNY 70.78 (USD 9.85) per tonne.
The claim rules are still a draft. The Commission published a draft implementing regulation on May 13, 2026, and its CBAM legislation page listed no adopted act on October 12, 2026. Under the draft rules, proof would be a carbon price report from the Chinese operator, certified by an accredited independent person, a role distinct from the CBAM verifier. A consultant keeps allowance and payment records per installation so a claim can be evidenced if recognition comes.
How to Choose a CBAM Consultant in China
Choose by task first: training, data build, pre-verification and accredited verification are four different engagements, and none of the seven providers lists a China-established accredited entity.
The seven providers above are the China subset of a wider market of CBAM consultants; the hub page on CBAM consultants covers costs and engagement models across the EU market.
The six steps below narrow a shortlist.
- Define the deliverable your exporter CBAM strategy calls for: a trained team, a monitoring plan, a pre-verification report or an accredited verification report.
- Request the accreditation position in writing: accrediting body, accredited legal entity, sector scope and date. No accredited CBAM verifiers are confirmed as established in China as of October 12, 2026.
- Separate advice from verification. A body that builds your emissions data faces independence limits on verifying it, so compare candidates against the tracker of accredited CBAM verifiers.
- Confirm who performs the physical site visit in China, which Implementing Regulation (EU) 2025/2546 (Articles 2 to 4) requires in the first year of verification.
- Ask for the fee basis and the timeline. No provider in the table publishes advisory or verification fees. CTI says its service timeline depends on product category, number of facilities, data completeness, verification scope and EU issuance arrangements; ask how each factor affects the quote. BSI China lists RMB 3,500 for its two-day public course.
- Fit the engagement to your exporter CBAM strategy and to your EU customer's September 30, 2027 declaration.
Questions to Ask Before Engaging
The four questions below test whether a provider can deliver for a Chinese installation.
- Which of your China entities signs the contract, and which entity signs the report?
- Do you work in Chinese with plant staff and in English with my EU customer?
- How do you protect production data that my EU customer does not need to see?
- What happens to my report if your accreditation is not granted in time?
What a Consultant Cannot Do for Your EU Customer
EUR 100 per tonne of CO₂e is the penalty an authorised CBAM declarant pays for each certificate it fails to surrender, and it lands on the EU importer, never on an adviser in Shanghai or Shenzhen. Hiring a consultant, a trainer or a verifier in China moves none of that exposure. The importer remains the authorised declarant, signs the declaration and answers to its national competent authority. A Chinese producer that pays for good data protects its customer's margin and its own order book, not its customer's legal position.
Frequently Asked Questions About CBAM Consultants in China
The five answers below cover carbon pricing, verification, filing, customer data requests and accreditation for exporters in China.
Does China Have a Domestic Carbon Price That Reduces CBAM Cost?
Not yet. Article 9 of Regulation (EU) 2023/956 allows a deduction for a carbon price effectively paid in the country of origin, but the rules for claiming it are still a draft. China's national ETS has covered steel, cement and aluminium smelting since the March 2025 work plan, and no third-country carbon price is recognised under the EU CBAM rules as of October 12, 2026.
EU importers of Chinese goods therefore claim no deduction for a Chinese carbon price today.
Do Chinese Producers Have to Verify Emissions Under CBAM?
No law obliges a Chinese producer to verify. Verification by an accredited verifier is required only where the EU importer declares actual emissions instead of CBAM default values.
Unverified data sends the importer back to CBAM default values and their mark-up. Verification reports are issued in the CBAM Registry from January 2027.
Can a CBAM Consultant in China File the CBAM Declaration?
No. The authorised CBAM declarant, meaning the EU importer or its indirect customs representative, submits the annual declaration in the CBAM Registry. A consultant in China prepares the installation data that feeds it.
What Do EU Customers Ask Chinese Suppliers For Under CBAM?
For CBAM steel and aluminium alike, EU customers ask for the 16 installation-level data points of the operator's summary emissions report: plant identification, production route, emissions per tonne of each good and precursor data. Evidence of any carbon price paid travels as a separate file.
Steel carries the sharpest request, because the 3.169 tCO₂e per tonne default for slab makes CBAM steel from China expensive to import without data. Aluminium buyers ask for anode and PFC figures.
Is Any CBAM Verifier in China Accredited by the EU?
None is confirmed. CTI (through its majority-owned Greek body EmiCert, announced September 23, 2026), Bureau Veritas (announced September 29, 2026) and SGS (Accredia, announced October 6, 2026) have announced an accreditation, and none names a China-established entity.
The Commission had published no official list of accredited CBAM verifiers by October 12, 2026.
Accreditation announcements, default-value corrections and certificate price changes are tracked by email in CBAM Brief (EUR 199 a month).
